Agence eSanté supports Luxembourg's National Health Information Exchange with EBX5

Initial focus is on managing healthcare codes and terminologies for a better coordination and continuity of care.

Paris, Luxemburg – February 19, 2016 – Orchestra Networks, a leading multidomain Master and Reference Data Management (MDM/RDM) solution provider, today announced that Luxembourg’s eHealth Agency (Agence eSanté) has selected Orchestra Networks EBX5 software to manage reference data for Luxembourg's health information exchange.

Agence eSanté is Luxembourg’s national agency for the exchange and sharing of health information. It was established to promote interoperability and define a national platform of eHealth services, including an Electronic Health Record, or Dossier de Soins Partagé (DSP). Not intended to replace medical records kept by health care providers, the DSP facilitates the exchange of a patient‘s health-related information between authorized service providers involved with the patient.

Because the DSP spans multiple aspects of patient care involving different stakeholders, and through its involvement in European projects on cross-border exchange, Agence eSanté must support a wide range of healthcare terminologies, being international or local.  EBX5 was selected to help Agence eSanté maintain, distribute and customize terminologies such as: ValueSets based on HL7 (Health Level 7), International Statistical Classification of Diseases and Related Health Problems (ICD-10), Logical Observation Identifiers Names and Codes (LOINC), Systematized Nomenclature of Medicine-Clinical Terms (SNOMED-CT), among others. A key part of the program includes expert-driven stewardship workflows for managing the cross-terminologies mappings and enrichments specific to Luxembourg.

Finding it roots in the national Health Action Plan from 2006, Agence eSanté was founded in 2011 as an Economic Interest Group (G.I.E).

Its board represent all stakeholders involved in the sector: association of patients, association of professionals, hospitals, laboratories, pharmacies, care structures, the social security and the government represented by the Ministry of Health and the Ministry of Social Security. Agence eSanté also collaborates with different committees and partners within its activities, e.g. the data protection authority, medical committees, public health committees…

Its missions aim at promoting interoperability of health information systems, and facilitating a seamless communication between all health professionals involved in a patient’s care, and the patient himself, offering a better coordinated healthcare, aligned with the increasing patient’s mobility. This is done by the definition and implementation of a national platform of eHealth services including an EHR, the participation in European projects and involvement in major associations of the sector.
